Políticas públicas para adolescentes privadas de liberdade em Santa Catarina: uma análise do Plano Estadual de Atendimento Socioeducativo (2015-2024), à luz da teoria da proteção integral

A pesquisa analisa a implementação de políticas públicas voltadas para adolescentes privadas de liberdade em Santa Catarina, sob a perspectiva da teoria da proteção integral, tendo como objeto central o Plano Estadual de Atendimento Socioeducativo (2015-2024). Com tal finalidade geral, foram desenvolvidos e cumpridos em cada capítulo do trabalho os seguintes objetivos específicos no sentido de: contextualizar o sistema socioeducativo para adolescentes no ordenamento jurídico brasileiro; apresentar a interação dos marcadores interseccionais de gênero, raça e classe social na responsabilização socioeducativa de adolescentes, considerando a teoria da proteção integral; delimitar as políticas públicas destinadas às adolescentes em cumprimento de medida socioeducativa de internação no Estado de Santa Catarina, a partir do Plano Estadual de Atendimento Socioeducativo (2015-2024); e analisar a implementação de políticas públicas voltadas para adolescentes privadas de liberdade em Santa Catarina, a partir da teoria da proteção integral, considerando o Plano Estadual de Atendimento Socioeducativo (2015-2024). A metodologia adotada consiste no método de abordagem dedutivo, sendo o método de procedimento o monográfico. Foram utilizadas as técnicas de pesquisa bibliográfica, documental e de campo. Esta última foi realizada nos Centros de Internação Feminina (CIFs) de Santa Catarina, situados nos municípios de Chapecó e Florianópolis, por meio de entrevistas semiestruturadas com agentes de segurança socioeducativas. O problema que norteou o presente estudo questiona: como as políticas públicas voltadas para adolescentes privadas de liberdade estão sendo implementadas em Santa Catarina, considerando o marco teórico da proteção integral e o Plano Estadual de Atendimento Socioeducativo (2015-2024)? A hipótese inicial para a resolução do problema aponta que a implementação ocorre de forma heterogênea, revelando avanços pontuais e permanências estruturais associadas à lógica menorista. Os resultados revelam que a política socioeducativa feminina catarinense encontra-se em um estágio de implementação parcial, demandando uma redefinição dos eixos formativos e operacionais que considere as interseccionalidades como preceito para a materialização da proteção integral.
The study analyzes the implementation of public policies aimed at adolescent girls deprived of liberty in Santa Catarina, from the perspective of the theory of comprehensive protection, taking as its central focus the State Plan for Socioeducational Services (2015–2024). To this general end, the following specific objectives were developed and achieved in each chapter of the work: to contextualize the socioeducational system for adolescents within the Brazilian legal framework; to present the interaction of the intersectional markers of gender, race, and social class in the socioeducational accountability of adolescents, considering the theory of comprehensive protection; to delineate the public policies directed at adolescent girls serving custodial socioeducational measures in the State of Santa Catarina, based on the State Plan for Socioeducational Services (2015–2024); and to analyze the implementation of public policies aimed at adolescent girls deprived of liberty in Santa Catarina, grounded in the theory of comprehensive protection and in light of the State Plan for Socioeducational Services (2015–2024). The methodology adopted consists of a deductive approach, with a monographic method of procedure. Bibliographic, documentary, and field research techniques were employed. The latter was conducted at the Female Detention Centers (CIFs) of Santa Catarina, located in the municipalities of Chapecó and Florianópolis, through semi-structured interviews with socioeducational security staff. The research problem guiding this study asks: how are public policies aimed at adolescent girls deprived of liberty being implemented in Santa Catarina, considering the theoretical framework of comprehensive protection and the State Plan for Socioeducational Services (2015–2024)? The initial hypothesis posits that implementation occurs in a heterogeneous manner, revealing both localized advances and structural continuities associated with a minor-centered logic. The findings indicate that the socioeducational policy for girls in Santa Catarina is at a stage of partial implementation, requiring a redefinition of its formative and operational axes that incorporates intersectionalities as a guiding principle for the realization of comprehensive protection.
