dc.description.abstractA crise ambiental que ameaça a existência das presentes e futuras gerações e do planeta em sua totalidade, tornou-se, a partir da segunda metade do século 20, prioridade na pauta das questões discutidas em âmbito mundial. Com a virada do milênio a preocupação com os problemas que afetam o meio ambiente não se dissipou, pelo contrário, ficou mais forte, uma vez que o início do século 21 é marcado por uma crise ambiental nunca antes vista e imaginada na História da humanidade. Vive-se em uma sociedade mundial do risco, em que os problemas ambientais causados pela ação de um Estado repercutem além fronteiras. Diante, então, dessa catástrofe ecológica que é causada, principalmente, pela exploração ilimitada que o homem pratica dos recursos naturais para a satisfação de suas necessidades e desejos, neste trabalho tratar-se-á da educação ambiental como instrumento fundamental e viável, sob diferentes enfoques, para a formação de uma cultura ético-ambiental que promova a harmonização da relação homem-natureza, em todos os sentidos, e, consequentemente, dessa forma, solucione a crise ambiental. O Estado brasileiro, no afã de encontrar medidas capazes de concretizar a educação ambiental, de forma pioneira na América Latina promulgou a Lei n° 9.795/99, a qual instituiu a Política Nacional de Educação Ambiental, no ensino formal e não-formal, enfatizando o caráter crítico do processo educacional. Esta lei foi posteriormente regulamentada pelo Decreto n° 4.281/2002. A normatização por si só, no entanto, mostra-se insuficiente para o fim a que se destina, havendo a necessidade de se empregar a ética na educação ambiental. É voz corrente que existem, nesse sentido, muitos vieses. Entre eles, destaca-se a corrente holística da ética ambiental, idealizada por autores como Fritjof Capra, Michel Serres, Leonardo Boff, entre outros, e que contempla uma visão integradora do homem com a natureza; e a ética da responsabilidade, fundada pelo filósofo e ecólogo Hans Jonas, que partindo do fato de que o imperativo ético atual é antropocêntrico e assim inadequado para balizar as relações contemporâneas, propõe um novo imperativo ético, o da responsabilidade. Com base nessas concepções, entende-se que é possível a formação de um sujeito ecológico, o qual, além de consciente da escassez dos recursos naturais que resulta das ações humanas, é, sobretudo, sensível à causa ambiental, o que significa aplicar os princípios do ideário ecológico aos seus projetos de vida, bem como incentivar e divulgá-los. Nesta seara, verificam-se as bases para o exercício da cidadania ambiental, que por enfrentar uma crise de ordem mundial (global), como é o caso da que vitimiza o meio ambiente, não se limita a nenhuma circunscrição territorial, ou seja, é transfronteiriça, planetária. Emergem, todavia, dois desafios para que esta cidadania seja posta em prática: a responsabilidade e a participação compartilhadas entre todos cidadãos na proteção e preservação do bem ambiental difuso para as presentes gerações e para os seus descendentes. Todas estas mudanças de atitudes do Estado e da coletividade, no entanto, convergem para a concretização do desenvolvimento socioeconômico e ambiental equilibrado da sociedade, isto é, do desenvolvimento sustentável.pt_BR
dc.description.abstractThe ambient crisis that threat the existence of the present and future generations and the planet in its totality, became, from the second half of the twentieth century, priority in the guideline of the questions argued in world-wide scope. With the turn of the millennium the concern with the problems that affect the environment did not disappeared , on the contrary, became stronger, once that the beginning of the twenty-first century is marked by an never before sight and imagined environment crisis in the History of the humanity. We live in a world-wide society of risk, where the ambient problems caused by the action of a State reverberate borders beyond. Facing, then, this ecological catastrophe that is caused, mainly, for the limitless exploration that the man practices of the natural resources for the satisfaction of his necessities and desires, this work will be about the ambient education as basic and viable instrument, under different approaches, for the formation of an ethical-ambient culture that promotes the harmonization of the relation man-nature, in all directions, and, consequently, of this form, it solves the crisis ambient. The Brazilian State, in the eagerness to find capable measures to materialize the ambient education, of pioneering form in Latin America promulgated the Law n° 9,795/99, which instituted the National Politics of Ambient Education, in formal and not-formal education, emphasizing the critical character of the educational process. This law later was regulated by the Decree n° 4.281/2002. The normatização by itself, however, reveals insufficient for the purpose it destines, having the necessity of using the ethics in the ambient education. It is current voice that exists, in this direction, many biases. Among them, the ambient ethics holistic current is distinguished, idealized by authors as Fritjof Capra, Michel Serres, Leonardo Boff, among others, and that contemplates a integrating vision of the man with the nature; and the ethics of the responsibility, established by the philosopher and ecologist Hans Jonas, whom starting from the fact that the current ethical imperative is anthropocentric and thus inadequate to mark out with buoys the contemporaries relations, a new ethical imperative considers, the responsibility. Based on these conceptions, which is understood that the formation of an ecological citizen is possible, beyond conscientious of the natural resources scarcity that results of the human beings actions, is, over all, sensible to the environment cause, that means to apply the principles of the ecological group of ideas to their projects of life, as well as stimulating and divulging them. In this result, the bases for the exercise of the citizenship are verified, that for facing a crisis of world-wide order (global), as it is the case of that victimizes the environment, it does not limit to any territorial circumscription, or either, it is beyond borders, planetary. It emerges, however, two challenges so that this citizenship works: the responsibility and the participation shared between all citizens in the protection and preservation of the diffuse environment good for the present generations and its descendants. All these changes of attitudes of the State and the collective, however, converge to the concretion of balanced the socioeconomic and environment development of the society, that is, the sustainable development.
